Structuring Your Data Governance Program
to Align With Your Organization's Unique Needs

Yes, all Data Governance and Stewardship programs have certain things in common. Yes, there are core competencies and skills that must be brought to any such effort. But no - it is NOT possible for new or maturing Data Governance programs to be all things to all people.
 
So how do you decide what to focus on, and then how do you decide the best way to structure your program to make you successful? How do you "do the most with less" while delivering unambiguous business value? How do you align your efforts so that business needs that feed effortlessly into data requirements, which align perfectly with data management and IT deliverables? How do we enable our data stakeholders so they are able to express their information needs, have a voice in cross-functional decision-making, be able to review policies, standards, and other data-related rules, and know who is accountable for meeting their needs?
 
This session looks beyond generic good practices to describe a set of steps you can take to determine how to get the most bang for your Data Governance and Stewardship buck. It mixes theory and best practice with real-life stories about companies whose data governance and stewardship efforts have made a significant difference in meeting their unique organizational missions.

o     The essential components of any data governance and stewardship effort
o     How to use a framework to get buy-in, support, and enthusiastic participation
o     Different models for stewardship, and the training and tools to support each model
o     Steps for getting started (even if you have no budget), and then maturing your program

Governance for Master Data Management

Master Data Management (MDM) is essential in today's age of data integration. But it is not just a question of tools and techniques. Without governance, MDM programs easily falter. This presentation reviews the special governance requirements of MDM, with a focus on a principles-based approach. Such an approach can be implemented with less disruption than a rules-based approach. Metrics are implemented in a framework of results-based management (RBM) to track the success of the principles-based MDM governance program. The need to build supportive processes and infrastructure is also discussed. Some of these directly assist stakeholders, while others are used to prove compliance. The special MDM problems of identify management, trust and survivorship, definition of physical data values, data trusteeship, and standards management are a backdrop to all these considerations. Attendees will learn:
     * The major characteristics of Master Data that require governance
     * What a principles-based governance approach for MDM involves, and how it differs from a rules-based one
     * How to implement metrics to track a governance program
     * How to set up processes and infrastructure for an MDM governance program.

Sallie Mae has a strong Data Governance Program in place to support enterprise initiatives such as building a customer information system. Over the last three years, we implemented a series of foundational steps and then deployed a Data Governance Program.

Malcolm is the author of the book Managing Reference Data in Enterprise Databases. In his consulting practice he concentrates on practical solutions for RDM and MDM issues, and brings this perspective to his speaking engagements and publications.

Michele Koch runs the Data Governance Program for Sallie Mae. She has more than 27 years of experience in structured analysis and design techniques for both process and data modeling. Michele spent the first ten years of her career as a consultant providing systems analysis and design leadership using CASE tools to Fortune 500 companies. Her last 17 years have been spent within data administration at Sallie Mae. Currently, she is the Director of the Data Governance Office at Sallie Mae and manages the enterprise data management team.
 
Michele Koch received dual master's degrees in MIS and Computer Systems Applications from The American University and a bachelor's degree from Cornell University.
